<p>Some landowners on the island believe the Fiji-based Council is supporting a bid to recommence mining as part of a rehabilitation program.</p>
<p>But the Executive Director of the Rabi Council of Leaders, Marlie Rota says Banaba Rehabilitation Program does not involve mining but will return the island to its pre-mining state.</p>

<p>The Banaban Child Welfare was launched in 2010 and is a registered charity organization through the Vodafone/Ath Fiji Foundation World of Difference program by Candidate Terikano <a href="http://storage.ning.com/topology/rest/1.0/file/get/72835996?profile=original" target="_self"><img class="align-right" src="http://storage.ning.com/topology/rest/1.0/file/get/72835996?profile=original" width="293" height="229"/></a>Takesau. </p>
<p>It was established to meet the need of the disadvantaged Banaban children residing on Rabi Island. </p>
<p>Nominated trustees include:</p>
<p>Chairperson - Terairube Uatu, Court clerk Rabi Council of Leaders</p>
<p>Treasurer - Umesh Chand, local Rabi businessman</p>
<p>Secretary Terikano Takesau, Vodafone/Ath Fiji Foundation</p>
<p>Elected committee members include 2 people from each of the 4 Villages on Rabi Island.</p>
<p>The committee and trustees did a household survey in November 2010 on the Rabi population and identified 50 disadvantaged children aged between 6-14 years children who needed access to education. </p>
<p>Banaban Child Welfare started off with zero balance, however publicized its need to cater for these children’s education through media late 2010 </p>
<p>January 2011 secured funding of $10,000.00 with a Suva Business woman who wished to remain anonymous through Lions club of Labasa because Banaban Child Welfare did not have a Bank account then. </p>
<p>Banaban Child Welfare then provided school materials required by the 50 children to Lions Club of Labasa and the donor. The Lions club of Labasa got the quotations for the school requirements given by Banaban Child Welfare committee and purchased materials in Suva.</p>
<p>Lions Club brought all the bought materials which included school books, bags, pens rulers, school uniforms, lunch boxes, raincoats, umbrellas, school sandals and presented them to Banaban Child Welfare at Rabi.</p>
<p>Banaban Child Welfare together with Lions club of Labasa distributed the school materials to the 50 children on Rabi Island.</p>
<p>Lions club of Labasa provided acquittals to donor. </p>
<p>Banaban Child Welfare only provided a traditional gift pack to the Donor for acknowledgment. The Committee has also provided feed back on the school progress of the children after the exams to the donor. </p>
<p>May 2011 Banaban Child Welfare opened its bank account.</p>
<p>2012 I am sustaining my project for Banaban Child welfare and that is to sustain assistance for the children and identify the disadvantaged in the next age categories 15-18 years.</p>
<p>Awaiting the results of the thorough household survey "For a better Rabi” carried out in November 2011 which we will assess late January 2012. </p>

<p class="intro">THE need to carry out rehabilitation works on houses that were damaged by Hurricane Tomas last year was one of the concerns raised by the people of Rabi to the Commissioner Northern Lieutenant Colonel Ilai Moceica's visit to the island last week.</p>
<p>This was relayed to The Fiji Times by one of the members of Cakaudrove Provincial Council member Terikano Takesau.</p>
<p>Mr Takesau said a total of 62 houses had been identified for the rehabilitation program.</p>
<p>"These are the houses which were damaged by Hurricane Tomas last year and the families have been living with relatives," Ms Takesau said.</p>
<p>Lt Col Moceica said he was made aware of the rehabilitations works including the four houses that were damaged because of severe soil ersosion.</p>
<p>"These matters will be highlighted to the prime minister during his visit to the Northern Division in the following few months," Lt. Col Moceica said.</p>
<p>He said the projects on Rabi and Kioa were directly handled by the Prime Minister's Office.</p>

<p><font size="3">Greetings to you all, yes I guess things are moving at a very fast pace that I need to update all of you in regard our meeting with the Kiribati Government.</font></p>
<p></p>
<p><font size="3">From the onset, RCL in 2009 clearly defined its April Meeting a resolution to rehabilitate Ocean Island. The resolution passed seeks the majority mandate of the Banaban people from all of the four villages in Rabi for their referendum to approve the rehabilitation programme, a project proposal that was floated way back by the previous RCL administration to begin the rehab work. Approvals was given to RCL and a majority of the Banaban people in the four villages gave their go-ahead to begin the project. Also included are those in Tarawa and Ocean Island. As for our Suva members, my apology RCL has still yet to get its support on the referendum. Sorry it was just the benefit of doubt that I tend to think the Suva Team would be on my side on this, which is a mistake considering the differences of thoughts between the concept Compensation vrs Rehabilitation, but I am preparing a conducive time for RCL to present the rehabilitation programme. I did however requested Peter to have an audience with the Suva Team on the Rehabilitation. I guess only a few showed up on that day at Banaba House.</font></p>
<p><font size="3"><br/>I also did mentioned this to the Suva team members through my e-mails the engagement of Peter Crowley as our Advisor for Rehabilitation. Peter Crowley is the current economic advisor for Nauru on Rehabilitation Programme and RCL feel that his engagement is a plus to the Banaban people because of his technical background and experience with the Nauru Government. Submissions of RCL's project overview to the KG was made in 2008 and again in 2009 during my term.</font></p>
<p></p>
<p><font size="3">Whilst we await the full project paper to be presented to RCL by Peter, the KG has taken a step further by taking up the coral pinnacle extraction and minning as part of the costing to begin the rehab work since RCL do not have money to begin such ambitious programme.</font></p>
<p><font size="3">KG has shown its interest in secuiring external funding to upgrade its roading and airtrip infrastructure and they have been given three sources of aggregates namely Nauru, Fiji and Banaba. The meeting held at the KG High Commission office in Suva was the request by the KG to begin a negotiation btwn the RCL on behalf of the Banaban Landowners to expediate one part of the rehabilitation project plan, which is coral pinacle extraction. KG has reiterated its interest in buying this coral pinnacle from Ocean island and the first round of talks between KG and RCL got underway last Thursday 14/10/10. In the meeting the RCL received a draft document outlininig the project proposal details, which includes the financials.</font></p>
<p></p>
<p><font size="3"><strong>In brief, it contains the following:</strong></font></p>
<p></p>
<p><font size="3">1-They need 100,000tonnes of coral pinnacles for upgrading of South Tarawa Road and Internal Airport at Bonriki.</font></p>
<p></p>
<p><font size="3">2-The cost is around AUD3-4m for aggregates only</font></p>
<p></p>
<p><font size="3">3-The machinery will be sourced from external funding, in the tune of AUD1.3m</font></p>
<p></p>
<p><font size="3">4-Implementing agencies include three options and RCL has opted for second option, where a Banaban Landowners Rehabilitation Company Ltd will be given the task of Supervisory & Monitoring Role on Ocean Island, but the KG-Ministry of Marine Resources, will co-ordinate and implement the work during extraction. Mentioned here too is the recruitment of landowners as labourers.</font></p>
<p></p>
<p><font size="3">5-RCL has defined 5points of clarification on the documents and have given its views and opions on a win-win situation</font></p>
<p></p>
<p><font size="3">6-The total amount of coral pinacle on Ocean Island is 40million tonnes, so the 100k/tonnes is what is needed</font></p>
<p></p>
<p><font size="3">7-Projects that will be upgraded on Ocean Island include improvement to shipping and mooring facilites, roading on the island and a new airstrip.</font></p>
<p></p>
<p><font size="3">8-Time for this will be March 2011 to kick start every thing.</font></p>
<p></p>
<p><font size="3">9-RCL has also requested a full feasibility study specifically to the area demarcated for coral pinnacles so that natural caves and water aquifers are not damaged. KG has agreed to this as well.</font></p>
<p></p>
<p><font size="3">10-The present KG has also indicated its interest to continue with the buying of coral pinnacles for upgrading and improvement of its infrastructures apart from the roads and airstrip.</font></p>
<p></p>
<p><font size="3">11. Another interest the KG has conveyed is the support to the entire rehabilitation programme in the future</font></p>
<p></p>
<p><font size="3"><strong>This is my view on the above!!</strong></font></p>
<p></p>
<p><font size="3">This is the age of negotation and dialogue and in our era, we the Banabans have to move one step up to clear the air of suspiciousness and negativity. I firmly believe the fight is not between us and our Kiribati cousins. The Battle is out there between us and those whom have made us this way. The power that has uprooted the Banabans from their homeland and those that are party to it.</font></p>
<p></p>
<p><font size="3">KG has opened its doors of negotiation and goodwill to the banabans, it is time we face up to the challenge and to believe in the power of negotiation and dialogue. If we fail in this, we will always fail no matter how philosophical and intelligent we are. We are no longer an island, we are part of larger pacific community and we are to mould our thoughts and ideas towards that, but as long we do not lose our integrity and spirit as a group of people under one voice, one thought and one mind.</font></p>
<p></p>
<p><font size="3">I take this as a door of opportunity and as a Chairman, my mandate is to lead the Banabans to the things I believe are true and Godly. If I fail then I no longer fit to be that leader but if I know that what I am doing will best benefit our people, morally, socially, politically and economically I will do it no matter the consequence.</font></p>

<div id="storyContent"><p class="intro">THEY were forced off Ocean Island for a strange land in Fiji and now elders from Rabi Island in Cakaudrove have petitioned their island council to send them back to their homeland.</p>
<p>About 10 elders who boarded the Triona that arrived in Rabi on December 15, 1945 have asked the island council to take them back to Ocean Island or Banaba by December.</p>
<p style="TEXT-ALIGN: left"></p>
<p>Council chairman Dr Paulo Vanualailai said the elders made him promise that he would take them back. "They put in a special request for them to die on Ocean Island so we are taking them back around Christmas," he said.</p>
<p>"They were born there, spent most of their childhood there, had good memories there and identify with their homeland.</p>
<p>"This is quite an emotional issue, a sad issue. When they first left Banaba, phosphate mining hadn't devastated the island to the state it is now." Dr Vanualailai said measures would be taken to make homes for the elders on Ocean Island.</p>
<p>"All the houses have asbestos roofs which is unhealthy so we need to prepare them places to stay and also allocate an allowance that they can survive on," he said.</p>
<p>All the elders are aged 80 and above. There are about 300 people that live on Ocean Island.</p>

We already know from discussions with Dr Stan Florek that there are pieces relating to Banaban boxing which we know are one of the most prized of all Banaban sports. We are looking forward to working with the Museum in identifying this…</p>

<p>We also could not think of a more important time for this collection to be made public with plans to rehabilitate the homeland getting closer to becoming a reality.</p>

<p>Here are just some of the details regarding this Banaban collection held at the Australian Museum:</p>
<blockquote style="MARGIN-RIGHT: 0px" dir="ltr"><p><em><strong><font size="2">The Australian Museum has a small collection of about 100 artefacts from Banaba. Nearly half this collection was donated to the Museum by Frederic Danvers Power and John Stephens. Power (1861-1955), who travelled extensively through the Pacific, probably collected these artefacts and kept them jointly with Stephens (1829-1890) at the University of Sydney with which both men were associated. John Stephens was also a Trustee of the Australian Museum.</font></strong></em></p>
<p></p>
<p><em><strong><font size="2">It is interesting that the donation of Banaban artefacts in 1901 took place eleven years after Stephens’ death. Probably the artefacts were collected before Stephens died and both men considered themselves equal custodians of the collection. In any case, the Power and Stephens’ collection originated in the 19th century, when the Banaban culture was essentially intact. So, this small collection is part of the Banaban heritage that may contribute, if only in a small way, to fostering their identity and some aspects of traditional culture.</font></strong></em></p>

<li>Elimination of all Forms of Racial Discrimination</li>
</ul>
<p>We know that the focus in now on global warming, rising sea-levels and the future resettlement of the Pacific Islands most at risk especially Kiribati and Tuvalu. These people will be known in the future years to come as the ENVIRONMENTAL REFUGEES. While millions was poured into the recent Climate Change Conference in Copenhagen, these governments need to address one of the first ENVIRONMENTAL REFUGEES - THE BANABANS. Sadly the reasons for the Banabans is totally man made by United Kingdom, Australia and New Zealand governments to mine away the Island for phosphate to enrich their farming soils, and in UK's case to line the countries coffers. The Japanese during World War II are physically responsible for moving the population on mass and murder of the community on a grand scale.</p>
<p></p>
<p>So it is essential to address the mistakes make in the displacement and resettlement of the Banabans to a foreign land and what Banabans regard as their exile to Rabi. So many mistakes were made and have never been addressed. So many scholars are looking at the Banabans as the ‘model’ for the new wave of Environmental Refugees; we need these governments to not only learn from their mistakes but fully address and correct the Banaban situation first, before moving on to mass removals of whole populations in coming years.</p>

<p>Ken and Biniati have just phoned from Rabi to let us know that they have now finished the aid drop right to the outer settlements e.g. Eritabeta, Motawa, and the other side of the island. Ken said the people living at these remote settlements were able to use the satellite phone to talk to family back in main land. Biniati advised that the Fiji team were still on Rabi working on the follow up assessments at each village. Ken will sadly be leaving Rabi tomorrow and heading towards the coconut…</p>

It is also with the great efforts of the village work teams that the trucks containing our precious emergency food aid is now able to progress through out the villages. Great job!<br/>Cr. Iekerua was so pleased to know that everyone was working hard from this end and especially our Chairman and his team down in Suva. He will convey all the messages and updates to each of the villages. This will really help boost morale on the Island. I had personal experience with disaster when our family home in Brisbane Australia when under water for 4 days during the 'Great Brisbane Floods of 1974'. My father was a professional soldier and about 2 days after the disaster my father’s unit (Enogerra Barracks) came to our rescue and helped not only us but the whole neighbourhood. The feelings and emotions of such levels of shock and despair and to see the army arriving to help us was a moment in my life that I will never forget. I know exactly how our people in Rabi must be feeling right now. <br/>I personally would like to thank our good friend and co-ordinator of Banaban Vision (Banaban Rehab project) – Peter Crowley who suggested that Ken needed to take a satellite phone with him on his mission to get to Rabi. This has proved one of the best AUD$500 we ever spent and has enabled us all to co-ordinate and mobilize things much more quickly. And I would like to applaud this government especially the Commissioner Northern for keeping his promise to deliver food on Wednesday to Rabi. Apart from that, Fr Donal was perhaps the only figure that continuously provided help for the next 6months. I remember also other smaller organizations, individuals local and abroad and relief organizations if I can recalled. Apart from the above religious organizations and Banaban communities in Suva also had come to the rescue in their own ways.</font></span></p>

One in particular is in regard of our young people leaving Rabi to look for income related activities to support their families in Rabi, as a result a lot of displaced people, especially the weak, the aged, single babies and their mothers, single parents and school children are left behind to face the brunt of the cyclone aftermath. Even I recalled that some of our aged people actually died of hunger and starvation due to lack of food.</font></span></p>

We need about $F0.5m to kick start this project straight away, the yield after 7months will provide gross income of more than F$1.3m annually. This is a major scheme that would need close monitoring and control by RCL but one that is feasible and practicable to our farmers.</font></span></p>

This would solve our dependence on imported oils abroad and allow Rabi to enter into carbon trading competitive advantage with the Fiji government. It will also provide energy to schools, homes and transportation sector and would drastically reduce our blotted budget allocation for oils and fuels for 2010.</font></span></p>

Thus I need a budget of $F1.5m to get our children to higher education. RCL has been very supportive of educating our children on the island from pre-school to form 7level, it is the only school in Fiji which has the council subsidizing transportation and schools fees and pays the salary of more than 11 teachers who provided support to the otherwise limited teachers who are civil servants and paid by the Fiji govt.</font></span></p>

He reported out of his FJD$3,000 Donations budget he was able to get the following food rations for general village distribution planned for tomorrow on Rabi. He said that all the food prices in Savusavu had gone up rapidly due to the current crisis.<br/>This is an approximate list as Ken lost contact with us as the lorry left the phone tower in Savusavu. He will make contact again tonight from Rabi via Sat. phone to confirm this provisions list and provide more details:</p>

<p>He has had to keep $1,000 from the budget to put towards lobby hire, boat hire back to Rabi, and they have purchased fuel for the truck for distribution to all villages.<br/>Ken said they will distribute tomorrow from as far north as Eritabeta to Buakonikai in the south.<br/>As we know the most damage to Rabi has been in the southern villages of Tabiang and Buakonikai (opposite to what we experienced in Ami).<br/>Ken will take photos and video tomorrow to support this and will have a full report on donation expenditure.<br/>The biggest concern now is trying to get a Satellite phone once Ken leaves the Island Thursday or Friday. The one we hired for Ken’s mission has already cost us AUD$500 to hire and purchase 300mins of bundled air time. The phone has only been hired until this Friday. We are trying to seek options now on how to overcome this major problem. As we all know communications are expected to stay down on Rabi for weeks to come.<br/>We would have thought that major AID organizations would have satellite phones in their emergency packs for this major aspect of any aid recovery during times of such devastation. But as we know to date no official aid packages have arrived on Rabi yet but hope this will be rectified as soon as possible. As we know from experience and misinformation supplied by DISMAC during Cyclone Ami, Red Cross aid took a month to get to the island.<br/>The situation with Tomas is worse and of course has affected a much broader area of the Northern Division through out Fiji with reports that even aid supplies shipped to the north are now having to be rationed. This does not help our Banaban community and I’m sure our Chairman’s efforts to work with Red Cross and Fiji PM’s office will keep up the pressure to try and get assistance to our people.<br/>Our Chairman has already stated that fuel supplies are also becoming scare in the Northern Division and Ken said together with lack of sugar this was his major concern.<br/>Also we would like to clarify and explain to our overseas friends and sponsors. That the reason for such concerns relating to food on Rabi is the fact that the surrounding coastal waters are considered <strong>"DEAD WATER"</strong> after big storms (Cyclones) and can take up to a month for fish to return to reefs. Reports from marine experts say that damaged reefs can also take a while to recover and bring back normal fish life. While the Banabans are known through out the Pacific as expert fishermen they rely on the sea to supply them with the much needed protein in their daily diets. They will be currently making every effort in coming days to get small island outriggers repaired and back out fishing when the water is safe.</p>
<p>Another important aspect of Banaban life on Rabi is the fact that the community unlike their Fijian neighbours do not breed cattle on the island only a few pigs, which are mainly only slaughtered for important, island ceremonies and functions. I'm sure this resource will be quickly utilized now in this current crisis. This is why Ken has made a point of purchasing as much SALT as he could afford to try and allow the people to salt meat and fish to preserve as much food as they can for the coming very lean months ahead.<br/>We would like to thank the international journalists that have been supporting our meagre media efforts to convey the true facts of what really is happening on the ground in Rabi. With no communication in times of crisis like this our impoverished minority community back on Rabi will be very easily and quickly <strong>FORGOTTEN</strong>. It is only through the efforts of these people behind the scenes and via cyberspace that we can get the news out there to the rest of the world. <br/>As we all know from the experience after <a href="http://www.banaban.com/contents/en-us/d66.html"><strong><u>Cyclone Ami</u></strong></a> it took three years for international Aid to finally filter down to our people. As our Chairman has stated, the Island has never really recovered from Ami and went on over the years to suffer from more continued damage from every other cyclone that came there way. You could say a virtual 'Cyclone Alley' exists in this remote northern area of Fiji.<br/>These continued onslaughts from tropical cyclones and no assistance from the major contributors to placing the Banabans on Rabi in Fiji to start with: United Kingdom, Australia, New Zealand and Japan governments only highlights the reality that the Banabans have not just been <a href="http://www.banaban.com"><strong><u>FORGOTTEN</u></strong></a> but left to die and fade away slowly from ongoing attrition and neglect. As Ken has often stated when asked about his people being exiled and displaced to a lovely island like Rabi he quickly states, ‘Rabi was always seen by the Colonial powers as our graveyard and nothing more!’, and from what we have seen over the past generations, Ken’s statement has become much more of a reality than any of us could have imagined.<br/>The reality is the Banabans are a minority and impoverish community split between two Pacific nations that have enough of their own problems to content with. So the Banabans have to stand strong at all the levels of adversity that they will face now and in the future. We have to ensure that the <a href="http://banabanvision.ning.com/"><u><strong>rehabilitation of Banaba</strong></u></a> and the restoration of the homeland is all about empowering them to not only rebuild Banaba but also in the development of a crumbling island infrastructure on Rabi. <br/>On behalf of our Banaban community we would like to thank all our supporters and especially those who put their money where their mouth was to get this first emergency shipment to Rabi. <p>First news of the fate of Rabi Island came out over the weekend with the head of the Rabi Council of Leaders Bauro Vanualailai getting a message out that the island "is devastated".</p>
<p>Rabi is the home to 5000 people.</p>
<p>Their original land, Banaba, was destroyed when the topsoil was striped off to make super phosphate, mainly for New Zealand farms.</p>
<p>Banaba, which is now part of Kiribati, has around 500 people living amongst its ruins.</p>
<p>Many of the people on Rabi dream of returning to the home they exiled from in World War Two.</p>
<p>Dr Vanualailai's message said one person died on Rabi and many houses have been destroyed.</p>
<p>"Yes, Rabi is devastated: 100 percent agriculture, all the food crops and fruit trees have gone," he said.</p>
<p>"It will take just another day or two; people will starve if no food arrives on the island."</p>
<p>The islanders have urgently met to try and get help.</p>
<p>"Communication is all damaged, it will take more than five to seven days for this, but by that time, food will be scarce...</p>
<p>"I am afraid of outbreak in epidemic since the hospital has exhausted most of its medicinal stock.</p>
<p>"I appeal to all our Banaban people and to all of our friends around the Pacific and the globe, please come to our aid, we desperately need your help," Dr Vanualailai said.</p>
<p>Mining rights to Banaba, the original homeland, were effectively stolen from the people in 1900 by New Zealander Albert Ellis. He got mining rights for 50 pounds a year for 999 years – a contract written into New Zealand law.</p>
<p>After World War One Banaba and neighbouring Nauru were placed under the British Phosphate Commission and mined into exhaustion. Banaba was part of the British colony of the Gilbert and Ellice Islands (now Kiribati and Tuvalu).</p>
<p>When the Japanese invaded in World War Two, they took most of the Banabans into slavery on Chuuk (then Truk) in Micronesia. Around 160 islanders left on Banaba was massacred by the Japanese who pushed them off a cliff - days after the war had ended.</p>
<p>The British refused to return the survivors to Banaba at the end of the war, instead placing them on a coconut plantation on Rabi.</p>
<p>The Banabans eventually sued Britain and the case in 1976 was at the time the longest running High Court case, lasting 221 days. The court found Britain had no legal obligation but did have a moral debt.</p>
