The existing centre has been unused since 2004, after being closed as part of Australia's Pacific Solution to try and deter illegal immigrants.
The island is in one of PNG's most remote province's with little in the way of industry and employment.
But as Pacific Correspondent Campbell Cooney reports while the reopening of the centre is seen as good news, there's also a determination that the province will actually gain from it.
