When considering the restoration of an Island the size of Banaban, some ten million cubic meters of good fill would be needed as well as four hundred thousand partially mature trees of varied species. At this point great amounts of fresh water will be required to irrigate these trees and plants to health, as well as for the people that would be needed for such an operation.
Energy demands would need to be provided for (Solar Steam Electric) and immediate food producing abilities. (Meri-Culture)
It will take twenty years of unremitting labor and Lots of Funding. It could be done with the proper Funding Plan provided by outside sources investing in Profitable Infrastructure Development.
After two years of research into the plight of the Pacific Island Peoples, I have yet to find any notable attempt at Meri-Culture Agriculture in the Pacific Region. This would solve all of your Food needs, without soil or feritlizers and very little water.
